Market Readiness of the National Disability Insurance Scheme
The Law Council of Australia welcomes the opportunity to provide a submission to the Joint Standing Committee on the National Disability Insurance Scheme’s inquiry into the market readiness of services provided by the National Disability Insurance Scheme (Inquiry). This submission is substantially based on input received from the Law Institute of Victoria, informed by its Disability Law and Elder Law Committees.
This submission will respond to the following areas as prompted by the Inquiry’s Terms of Reference:
- the transition of the National Disability Insurance Scheme (NDIS) to a marketbased system; participant readiness to navigate new markets;
- the development of the disability workforce to support the emerging market; the impact of pricing on the development of the market;
- market intervention options to address thin markets; and
- the impact of the Quality and Safeguarding Framework (Framework).
